Dr. John Kyaruzi
Chief Executive Officer (CEO)
Dr. John Kyaruzi is the Chief Executive Officer at Tanzania Agricultural Catalytic Trust (TACT). Formerly, he worked with Tanzania Investment Centre (TIC) as the Director of Research and Information systems for 9 years, and a Lecturer in Computer Science at the University of Dar es Salaam for 15 years. He possesses MSc. degree in Computer Science from UNB, Canada and a PhD from Delft University in the Netherlands and Nelson Mandela African Institute of Science and Technology. He also served as a Director of the African Virtual University at the University of Dar es Salaam for 4 years; He is also a champion of the smart card systems including National ID system, UMOJA Switch, and other Payment Systems. Since year 2004 he has been heavily involved in coordinating studies and research on investment the Private Capital Flows studies that feeds the World Investment reports by the World Bank (conducted jointly by BOT/TIC/NBS), the Labour market Survey and Its impact on Investment (TIC report), the Growth and Impact of Investment in Tanzania (a TIC report), the Energy crisis and its impact on investment-2007 (a TIC Report), Competitive and Comparative Advantage (a 2008 TIC Report) and Targeted Investment Promotion Strategy (a 2008 TIC/BOT Report). His experience has been recorded by his personal affiliation with National and International Bodies. Notably, he has served as: a member of the Horticultural Development Council of Tanzania (HODECT); a member of the Advisory Board of Registrar of Insolvency & Trusteeship Agency (RITA); a member of the Technical Committee of the Business Environment Strengthening for Tanzania (BEST); a member of the Technical Committee of the National Payment System (at BOT); and a member of the Africa Smart Card Association. He is also the approved International Consultant and Trainer by UNCTAD on Business Linkages Program for Africa since 2013.
Mbosela J. Mbosela
Head of Finance and Administration
Mbosela John Mbosela is a Certified Public Accountant with registration No 1486 and working with various projects funded by the World Bank under the Private Sector Competitiveness Project, Business Environment Strengthening Programme for Tanzania, Enterprise Development and SAGCOT Investment Project. He worked in the capacity of Financial Management Specialist as well as Director of Finance and Human Resource Management. He contributed to these projects on having good financial management systems as well as ensuring compliance to Bank and Government of Tanzania guidelines. Finally, these projects were able to achieve their project Development objectives except for SAGCOT investment still at implementation stage.
He worked for the Development Partners/Donors such as DANIDA, DIFD, the Royal Netherlands Embassy and NORAD Sida/SAREC, VLIR, MHO, NUFU, Rockefeller Foundation and Carnegie Foundation. Furthermore, he worked with the University of Dar es Salaam as an Accountant in Charge for external Funds Administration Unit and Head of Revenue Section. He also worked with Private Sector in Tanzania (Tanzania Private Sector Foundation (TPSF).
Mbosela is a holder of Master of Business Administration (MBA) in Finance and a Bachelor of Commerce and Management in Accounting (B-com-Accounting). He speaks English and Swahili.
Rajab Hassan Rajab
Head of Legal
Rajab Hassan Rajab is a Lawyer and a registered Advocate of the High Court of Tanzania and a holder of a Bachelor Degree in Law (LL. B) and Masters of Laws Degree (LL.M in International law). He is also a registered expert to undertake Environmental Impact Assessment (EIA). Rajab possess a wide range of experience and competency in the legal profession as well as the settlement of disputes arising out of business transactions, capacity building, experience and has knowledge in project management.
Rajab has experience in Policy and Regulatory Framework and Business Environment Improvement. He has solid years of experience in planning, coordination and monitoring of work plans and specifically with Donor Funded contracting. Between 2013 and 2016 he served as a Deputy Coordinator for Southern Agricultural Corridor of Tanzania (SAGCOT) Programme under Prime Minister’s Office. In that capacity he was responsible for the review the legal, regulatory, institutional requirements and any other legal issue associated with the Programme coordination and identify important issues, similarities and inconsistencies and provided advice as appropriate to reflect good practices. He also served as a Policy and Institutional Advisor to the Land Tenure Support Programme (LTSP) from March 2016 June 2020.He supported the Institutional Policy and Legal Team to manage the process of institutional and policy/legal development;
Joseph Marco Mbata
ICT Specialist and M&E
Joseph Marco Mbata has more than 12 years’ experience in Information Communication Technology, Strategic development and M&E. He holds master of science in Information system management (MSc in ISM) from University of Dar es salaam. He holds a Bachelor of Science in Computer Science (BSc in ICT) from St. Augustine university of Tanzania branch of Ruaha Catholic University(RUCU). He is certified information security officer from University of South Africa. He is Certified Information System auditor (CISA) from ISACA. He completed course of Project Management Professional(PMP) from University of Australia. He is certified Cisco Network Associate (CCNA) . He is a registered member of Information Systems Audit and Control Association (ISACA). He is the registered Member of Institute of Internal Auditors (IIA). He is member of Tanzania Information Technology Association (TITA). He is the registered member of associate Business Continuity Professional (ABCP).
Joseph worked with HLB Tanzania as ICT manager, he also worked with Innovex Tanzania as Information System Auditor and ICT specialist. Andrew Kapilima
Procurement Specialist
Mr. Andrew K.T.Kapilima is a registered Procurement and Supplies Professionals and Technicians Board of Tanzania. He holds master’s degree of business administration from Mzumbe university . He holds diploma in equipment management from university of ILO, Turin, Italy . He holds Advanced Diploma in Materials Management from Nyegezi Social Training Institute. Andrew worked as Procurement specialist with rich experience in international and public procurement processes.
He has a vast experience in the preparation of procurement planning, preparation of tendering documents, evaluation of tenders, contracts management and procurement record keeping in accordance with the Public Procurement Act of Tanzania and IDA guidelines. He worked as a procurement specialist for the World Bank financed projects, Tanzania Social Action Fund under the President’s Office Tanzania, Marine and Coastal Environmental Management Project MACEMP under the Ministry of Natural Resources and Tourism Tanzania, Livestock and Fisheries Development Project (LFDP) under the Government of Southern Sudan BoT, Prime Ministers Office PSCP , SAGCOT Projects and Ministry of Water (WSDP) Water Sector Development Project.
Lilian Rugabela
Administration Specialist
Lilian Rugabela is an Economist and a holder of a Bachelor Degree in Economics and Masters of Science in Economics. She has experience in data analysis and programme coordination. Between 2019 and 2020 she served as a data analyst and programme coordinator for Tinkas Monitoring and Evaluation Consults.
In that capacity, she was responsible for reviewing and assessing data, writing reports, evaluating program effectiveness and requirements and other issues associated with programme coordination. She now serves as an Administration Expert at the TACT since March 2021, supporting the Executive Secretary on managing the implementation of the communication strategy to promote transparency and accountability
